Gov. Andrew Cuomo and state legislative leaders deserve credit for agreeing on a budget that breaks some bad habits. It was on time, reins in spending that was growing at an unsustainable pace, and minimizes the facile devices that checkered past budgets—deficit borrowing, tax hikes, one shots and other gimmickry.
There has been growing talk in Albany of expansion of rent regulation and, in that context, we draw to your attention a CBC report titled “Rent Regulation: Beyond the Rhetoric”. The report found that current rent regulation in New York City is poorly targeted and not effective in providing affordable housing for many low-income households.
The push to continue rent regulation is fueled by far more populist rhetoric than economic reason. As a corrective, a new report by the Citizens Budget Commission reveals some startling facts about the current system.
