CBC Director of State Studies Jo Brill before Senate Democratic Task Force on Legislative and Budgetary Reform

In a statement before the State Senate Democratic Task Force on Legislative and Budgetary Reform, CBC Director of State Studies Jo Brill recommends the following: 1) The Legislature should act on the Brennan Center Proposals at the commencement of the 2005-06 session; 2) The Legislature should renew its attention to fiscal reforms; 3) The Governor and the Legislature should work together on comprehensive reform of the State’s public authorities, especially with respect to debt; and 4) The Governor should act unilaterally to halt “off-budget” accounting and to increase transparency.
