A Review of the January 2001 Financial Plan for the City of New York

This CBC report analyzes Mayor Rudolph W. Giuliani's Preliminary Financial Plan for the City of New York for fiscal years 2002 to 2005.  The report states that the plan includes short-sighted revenue decisions and decisions that will significantly increase the cost of municipal government, both of which will lead to large budget gaps.  The report also presents four strategies for improving the budget.
