This report is based on the work of CBC’s Education Finance Committee, which was created in the wake of the 2003 New York State Court of Appeals decision in the Campaign for Fiscal Equity case to help public officials identify the most economically effective sources of revenue to fund the Court’s decision. The report discusses the background and overview of the issue, explains what is wrong with the current system, provides possible sources of revenue, and provides a discussion framework.
