In this testimony before the City Planning Commission regarding the City’s Ten-Year Capital Strategy, CBC Research Director Charles Brecher identified and addressed the following two issues: 1) The process through which the strategy is developed suffers from three serious weaknesses that compromise its effectiveness as a capital planning and budgeting tool; and 2) The plan inadequately addresses needs for the maintenance and improvement of existing assets while allocating substantial resources to expand facilities that are less vital and may not even be necessary.
