NYC Employee Headcount

After increasing by 11 percent from fiscal year 2012 to fiscal year 2019 (33,189 full-time and full-time equivalent positions), New York City's on-board headcount declined by 0.8 percent (2,703 positions) from fiscal year 2019 to fiscal year 2020, and another 3.4 percent (11,175 positions) from fiscal year 2020 to fiscal year 2021.  

The Mayor’s Adopted Budget for Fiscal Year 2022 authorizes headcount of 337,294 for this fiscal year. The City’s hiring and attrition management savings plan—which was temporarily reversed in the Fiscal Year 2022 Adopted Budget—returns in fiscal years 2023 to 2025, reducing authorized headcount to a projected 333,710 positions at the end of fiscal year 2025.
