This presentation was given during CBC's Conference on The Most Important Economic and Fiscal Decisions Facing the Next Mayor, which took place on December 6, 2013..  

CBC provides a framework for curbing expenditures effectively and provides 8 options for savings:

  1. Implementing health insurance premium-sharing;
  2. Consolidating union welfare funds;
  3. Moving to a 40-hour work week;
  4. Curtailing overtime;
  5. Eliminating the Absent Teacher Reserve;
  6. Using regional wast-to-energy plants;
  7. Improving procurement practices; and
  8. Implementing construction contracting reform.
