| The CBC hosted a luncheon that marked the release of a CBC report entitled, "Capital Budgeting for 2030: Achieving the Goals of PLANYC." The report examines the City's capital budgeting practices and makes recommendations for strengthening them in order to achieve the broad ambitions of the PLANYC goals. The event featured a keynote by Mayor Michael R. Bloomberg, as well as a panel which featured David Greenbaum, Robert Yaro, and the Honorable Daniel Garodnick. | The CBC hosted a half-day conference with two panels that focused on whether and how State spending can be trimmed, including in health care. The first panel will focused on reducing the cost of health care in New York State. The second panel examined state spending levels more generally, with a specific focus in the areas of higher education, corrections, and social services. The conference featured a keynote by Governor Elliot Spitzer, as well as panels that included Stephen Berger, Marc Schaw, and the Hon. Richard Gottfried. |

A breakfast panel discussion which featured three experts on the constitutional balance of power between the Governor and the Legislature in the New York State budget process. The speakers were: - Richard Briffault, Vice-Dean and Joseph P. Chamberlain Professor at Columbia Law School, and an expert on New York's Constitution;
- Hon. James M. McGuire, State Supreme Court Judge and former Chief Counsel to Governor Pataki;
- Steven A. Reiss, of Weil, Gotshal & Manges and lead counsel to the State Assembly in the landmark suit challenging the Governor's use of the line-item veto in bills other than appropriation bills during the 1998 budget session.
