Importance of Immediately Publishing Financial Plan Tables

Dear Governor Hochul: 

We once again write to urge you to publish basic, multi-year financial plan tables on the Fiscal Year 2025 Enacted Budget. While the State is required to publish them in roughly one month, doing so right now would both provide New Yorkers the information they deserve and demonstrate your Administration’s commitment to transparency. 

Now weeks after announcing the budget agreement, New Yorkers still do not know most of the basics about how their money is being spent and the future implications of decisions made while enacting the budget. The State immediately should: 

  • Publish at least one, multi-year financial plan table each for All Funds, State Operating Funds, and the General Fund; and   

  • Include reasonably disaggregated and totaled lists of receipts, disbursements, transfers, annual bottom-line results, and allocations of fund balances for this year and three out-years.
